Trouble seem to be brewing in the Ministry of health as the Executive Secretary, National Health Insurance Scheme (NHIS), Prof Usman Yusuf and the Minister of Health Prof Isaac Adewole may have just drawn a battle line.
This is as the NHIS Boss has vowed not to obey the three months suspension order handed him by the Minister of health to pave way for full investigation into alleged fraudulent activities committed by Prof Yusuf.
In a bid to wade into the crisis, the House of Representatives, had quickly directed the Minister to reinstate the ES, as Adewole who is a Presidential appointee has no power to suspend another presidential appointee.
They also argued that the action of the minister betrays the anti corruption stand of the ruling party as the suspension is coming sequel to allegations against Health Maintenance Organisations (HMOs) by NHIS ES.
However, the Minister of Health in a press release said, “Prof Yusuf, being a public officer, is bound by the regulations governing the Public Service. The NHIS is an agency supervised by the Federal Ministry of Health.
The Administrative panel of Inquiry raised by the Ministry to investigate activities of the agency has commenced its assignment with specific terms of reference.”
Recall that the Senate had accused the ES of committing fraud to the tune of N960 million after approving and spending monies without appropriate recourse.
The accusation including a number of petitions against Yusuf had led to his three months suspension by the Minister of health on July 6, 2017.
Meanwhile, another twist has emerged on the issue as the ES has equally accused the Minister of blackmail due to the fact that he refused to honour requests by the Ministry of health to sponsor some foreign trips and trainings of its officials.
